How is child support calculated in Israel?
In Israel, child support is calculated using a three-tier age system. For children under 6, the father has an absolute obligation to pay — regardless of the mother's income or custody arrangements. This is a mandatory duty derived from personal religious law.
From age 6 to 15, following the landmark HCJ 919/15 ruling (2017), child support is a shared obligation of both parents. The transfer amount is determined by the income ratio between parents and the actual custody time split. The more equal the time split and similar the incomes, the lower the transfer.
For children aged 15 to 18, similar rules apply. The calculation accounts for the child's basic needs (food, clothing, education), a housing component (proportional share of housing costs), and the paying parent's self-support minimum.
A child's base needs are determined by three age groups: for ages 0-5 the base amount is approximately ₪1,400 per month, for ages 6-11 approximately ₪1,700 per month, and for ages 12-17 approximately ₪2,000 per month. These amounts cover food, clothing, basic education, and daily necessities.
The housing component — the children's share of housing costs — is calculated as a percentage of total housing expenses. One child is allocated 33% of housing costs, two children 40%, and three or more children 50%. For example: with housing costs of ₪5,000 and two children, the housing component is ₪2,000.
Cost sharing from age 6 is based on the income ratio between parents. If Parent A earns ₪15,000 and Parent B earns ₪10,000, the income ratio is 60%/40% — meaning Parent A bears 60% of the child's needs and Parent B bears 40%. Custody days are offset from the amount.
The self-support reserve mechanism ensures the paying parent retains a minimum of approximately ₪5,500 per month. If the calculated support amount would bring the parent below this threshold, the amount is reduced accordingly. This mechanism protects the paying parent from poverty.

What affects the child support amount?
Several key factors determine the final child support amount:
- Income ratio — the larger the income gap, the higher the transfer amount
- Custody split — shared custody (50/50) reduces the transfer compared to primary custody
- Number and ages of children — young children (0-5) are calculated differently than older children
- Special needs — medical, educational, or other special needs can increase the amount
- Housing costs — rent, mortgage, and utilities are included in the calculation
- Self-support minimum — the court ensures the paying parent retains a minimum subsistence (~₪5,500)

Here are five common scenarios showing how child support varies based on different circumstances. All amounts are estimates only.
1Standard Family — 2 Children (Ages 4 & 8)
Parent A earns ₪15,000 net, Parent B earns ₪8,000 net. Housing costs ₪5,000. Primary custody with Parent B (10/4).
Estimated transfer: ~₪3,300/month from Parent A to Parent B. The 4-year-old is calculated under the father's absolute duty (₪1,400 base). The 8-year-old is calculated by income ratio (65%/35%) minus custody offset.
2Equal Custody (50/50) — 1 Child (Age 12)
Parent A earns ₪20,000 net, Parent B earns ₪12,000 net. Housing costs ₪4,500. Equal custody (7/7).
Estimated transfer: ~₪850/month from Parent A to Parent B. With equal custody, each parent covers direct expenses during their parenting time. The transfer reflects only the income gap (62%/38%).
3High Income Disparity — 3 Children
Parent A earns ₪35,000 net, Parent B earns ₪7,000 net. Housing costs ₪6,000. 3 children (ages 2, 7, 14). Primary custody with Parent B (12/2).
Estimated transfer: ~₪7,200/month. The large income gap (83%/17%) increases the transfer amount. The 2-year-old falls under the father's absolute duty. Housing component is high (50% of ₪6,000 = ₪3,000 for three children).
4Self-Employed Parent — 2 Children
Parent A is self-employed with average income of ₪12,000 net, Parent B is salaried at ₪10,000 net. Housing costs ₪4,000. 2 children (ages 9 and 11). Custody 9/5.
Estimated transfer: ~₪1,800/month from Parent A to Parent B. Calculation is based on reported income. Courts may examine the self-employed parent's actual income, including non-essential business expenses.
5Minimum Wage — Self-Support Reserve in Action
Parent A earns ₪6,500 net (near minimum wage), Parent B earns ₪9,000 net. Housing costs ₪3,500. One child (age 3). Custody 10/4.
Estimated transfer: ~₪1,000/month (reduced by self-support reserve). The calculated amount was ₪1,400 but was reduced to ₪1,000 to leave Parent A with the minimum subsistence of ₪5,500. This is the court's protective mechanism.
